The article presents the February 15, 2012 speech "To Unite Our Voice at Water's Edge," delivered by U.S. Senate Armed Services Committee Chairman Carl Levin at the Center for National Interest in Washington, D.C. in which he discussed the value of bipartisan foreign policy, former Republican Senator from Michigan Arthur Vandenberg's views on partisanship and the democratic system, and necessary budget cuts to reduce the federal deficit.
