ABSTRACT
This article presents a speech that Ken Hackett, President of Catholic Relief Services, delivered to the Baltimore Council on Foreign Affairs in Maryland on June 7, 2006. He discussed the Millennium Challenge Account (MCA) agreement intended to spur countries economic growth and curb government corruption. Specifically, the MCA provides U.S. economic aid and foreign assistance to countries that have committed to reducing poverty and raising the standard of living for their citizens. The MCA is administered by The Millennium Challenge Corporation.
