ABSTRACT
The article presents a speech by Lawrence R. Walders, senior counsel with Sidley Austin LLP, delivered at a symposium held by the "Albany Law Review." He discusses an overview of antidumping and countervailing laws, the Charming Betsy Doctrine that was developed by U.S. Chief Justice John Marshall and the ruling issued by the World Trade Organization (WTO) Appellate Body on a conflict between the U.S. Commerce Department and WTO regarding zeroing practice.
