ABSTRACT
The article reports on the addition of special regimes such as tax-credit bond programs to existing framework for tax-exempt bonds in the U.S. Department of the Treasury. According to the department's assistant secretary for regulatory affairs in the Office of Tax Policy Eric Solomon, tax-exempt bonds and tax-credit bonds have the same fundamental purpose of providing a federal subsidy to promote public infrastructure financing.
