ABSTRACT
The article presents information on the 2006 Structures Congress held by Structural Engineering Institute during May 18-20, 2006, in Saint Louis, Missouri. Attendees discussed the value of a guidance document versus a mandatory, prescriptive code. Bruce Ellingwood, a professor of engineering at Georgia Tech University, Atlanta, said that guidelines, not computational tools, would be of "tremendous value" because 95% of all buildings don't need progressive collapse design. There also was concern about whether a prescriptive prestandard would provide the desired performance.
