ABSTRACT
The article presents the author's opinion that the U.S. Federal Reserve Board's Comprehensive Capital Analysis and Review (CCAR) or stress tests might have identified the warning signs that Washington Mutual (WaMu) bank was failing and that the Federal Reserve should have a supervisory stress scenario (SSS) process that identifies banks before they reach that stage.
