ABSTRACT
The author focuses on the need to assess the long-term sustainability impact of the construction of new railway lines. He notes that strategic options for network management and development and enhancement of the quality of projects are the areas of decision making that will be addressed by the global carbon assessment he undertook with Réseau Ferré de France. He suggests a carbon-efficiency plan that will cover schedules, engineering methods and building materials, and processes.
