The article focuses on the U.S. Restoring American Financial Stability Act of 2010 and on what the bill covers and does not cover. It states that the bill does not ensure that financial institutions will not be bailed out with taxpayer dollars again. It comments on factors that led to the Global Financial Crisis of 2008-2009 and how the bill addresses much of what led to the crisis. It talks about regulation of derivative financial instruments and the creation of a systemic-risk oversight body.
