ABSTRACT
The author discusses international sanctions against North Korea and says that these sanctions have not effectively limited North Korea's weapons development programs. In the past, China has ignored economic sanctions against North Korea. In 2008 reports showed that North Korea may be close to completing a missile-launching facility.
