ABSTRACT
An interview with Chaz Miller, state programs director for the National Solid Wastes Management Association (NSWMA), is presented. Miller says that taxes serve as the sole way to pay recycling programs. He states the problems in product stewardship, such as the toxic programs for materials and difficult recovery of product stewardship laws. Miller also discusses a report released by the U.S. Environmental Protection Agency (EPA) concerning recycling of packaging at the municipal level.
