Stumping for 'S-SPANs'

An interview with National Association of Public Affairs Networks (NAPAN) president Paul Giguere is presented. When asked about the reasons why he launches the S-SPAN organization, he refers that citizens have a right to watch their government in action. He says that they advocate some "best practices" at NAPAN such as independence from state government. He adds that the cable television industry is helpful in some markets.
