ABSTRACT
An essay is presented on the humanitarian aid distributed in the Tsmindasqali settlement in Georgia. It highlights the experience of Temo Javakhishvili, one of the 28,000 people violently ejected from their villages during the war between Russia and Georgia in 2008. It explores how the food package distributed by the World Food Program in the settlements has kept them in limbo and dependent on donor handouts for their survival.
