ABSTRACT
An essay is presented regarding the use of empirical research by policy makers and practitioners to improve social equity. The author offers an application of empirical research to normative communication in public through the government. Furthermore, it mentions the importance of empirical research in the distribution of programs and policies to people to achieve cultural competency and diversity for the eradication of social gaps.
