ABSTRACT
The article presents an essay on the U.S. regulation of Islamist groups that espouse radical ideologies. Proponents of one radical Islamic ideology are committed to replacing the current world order with an Islamic state. There are organizations, such as Hizb ut-Tahrir (HT), devoted to indoctrinating individuals with radical ideology. These individuals are often then recruited by terrorist organizations such as al Qaeda. HT focuses on uniting all Muslims under the Islamist banner. After the 2005 London terrorist bombings in England, Prime Minister Tony Blair announced that the government would address the threat of Islamist extremism by, among other things, outlawing HT. Regulating HT's activities without sacrificing the values such as freedom of speech and freedom of religion poses a challenge to liberal democracies.
