ABSTRACT
The article presents the author's analysis of the 1996 Health Insurance Portability and Accountability Act, a legislation relevant to electronic health care. Under the law, the U.S. will adopt uniform formats for electronic health claim transactions between providers and payers. It also requires implementation of federal regulations protecting health data from misuse and from undue disclosure of patient identification. With all these changes, public health researchers, public health agencies and epidemiologists are enjoined to study its consequences.
