ABSTRACT
The author comments on the proposed 2012 budget plan of Republican Representative Paul Ryan and the Affordable Care Act (ACA) and the consensus regarding the way in which the U.S. health care system should be structured. The author claims that both plans rely on private insurance plans and on managed competition among health plans, and both discourage risk-based underwriting. He argues that both plans recognize that private insurance is unaffordable for many Americans and both attempt to control Medicare costs.
