ABSTRACT
The author reflects on the tension between the city government and the province in Alberta. She describes the fury when Edmonton had to provide roads and transit for the oilpatch's upgrader building boom without any shares in the tax revenue. Mayor Stephen Mandel threatened to sue and was furious given that his city had already dealt with the matter of municipal election campaign funding. Meanwhile, Mayor David Bronconnier threatened to sue when the province cut Calgary's infrastructure funding.
