ABSTRACT
The author reflects on the U.S. Environmental Protection Agency's (EPA) notice to the Federal Register on July 13, 2009. He provides an overview of the EPA's projects which involve about 50 projects every year. He believes that the different standard proposed by EPA's advisory board is a problem and does not add to the notion that EPA wants to be more transparent.
