ABSTRACT
The author reflects on the implementation of the Toxic Release Inventory (TRI) program in the U.S. He says that the TRI program should have been named to Toxic Materials Inventory. He contends that a certain company complying with the program might in return be regarded as the largest polluter in the place just because it states all of its toxic materials released into the environment. He suggests that, to avoid misinterpretation, the world release should be clearly defined.
