ABSTRACT
The author reflects on the U.S. government's federal budget for the fiscal year 1980. The proclaimed goal of U.S. President Jimmy Carter to reduce the federal budget to 21 percent of the gross national product (GNP) and which was approximately the spending level between 1970 and 1974 is mentioned. In addition, the author states that the U.S. Congress tend to favor the president's proposal to reduce public spending and deficit but some congressional members seem to be unhappy about what government programs President Carter will choose to cut.
