ABSTRACT
The author argues that the United States should be prepared to enter into dialog with its adversaries. Presidents such as John Kennedy, Richard Nixon, and Ronald Reagan achieved beneficial results from negotiating with nations deemed hostile. Failure to negotiate could put the U.S. into a position where its only remaining option is military action.
