ABSTRACT
The author reflects on the basis for changing the U.S. Constitution. He notes that the Constitution does not ascribe to itself the quality of immutability, and even prescribes the method by which changes could be made. He refers to George Washington's view that the Constitution may be altered only when experience provides evidence that change is necessary by an orderly and authentic act of the whole people.
