ABSTRACT
The author looks into the government as James Lockhart III, the new head of FIFA, will be needing more people to work on the mortgage market. He questions how the government can grow during a downtrend and should there be a decline in the departments in the times of an economic downturn. He concludes by stating that the first thing that the government should do in response to a crisis is not hiring more people.
