ABSTRACT
The author reflects on the issue regarding emergency responses from 911 in the U.S. He argues that in San Francisco, California, 911 center failed to meet the goal of the city in dispatching first responders within two minutes of an emergency call. He suggests that Congress launch a universal service fund to generate money needed to improve 911 call centers.
