ABSTRACT
The author reflects on the options to address the looming differences between Internet access capacity and potential user demand with its advantages and disadvantages. She assesses that one of the option is the funding of gap by the government through an extension of the universal service fund (USF). She suggests that public or private broadband providers must be required to adhere strictly to the content and user neutrality, and obey wiretapping laws.
