ABSTRACT
The article presents the author's comment on issues concerning energy consumption. The author argues how the European Union Emissions Trading Scheme will introduce cuts in energy consumption. He also analyzes the role of legislators, both in the U.S. and Europe, in planning ways to deal with carbon control issues.
