ABSTRACT
The article offers an editorial on U.S. federal regulation of the special access market. Special access in the final circuit that connects business customer sites to carrier switches/nodes, and is an essential building block in communication networks. The authors believe that Bell operating companies (BOC) that operate the special access market are price gouging. The authors question why the U.S. Federal Communications Commission has allowed BOCs to charge what they do for special access rights.
