The article comments on the impact of the proposed launch of the British government's Home Information Packs (Hips) legislation on housing and chemical sectors. It is viewed that house owners will now have to endure extra paperwork and pay for a detailed energy assessment of their property when they compile these packs, should they plan to sell. It is viewed that househunters will benefit as they will be able to know the efficiency of a house. Chemical consumption is expected to take a surge.
