ABSTRACT
The author reflects on the inadequacy of government support in Delta County, Colorado. He mentions that there is a lack of tax-supported animal shelter, health insurance, and medical facilities, as well as poor education, underfunded mental health care. Thus, he noted the presence of substance abusers and ferral dogs.
