ABSTRACT
The article comments on issues related to the enactment of China's first law to explicitly protect private property. According to the author, the status of farmers' holdings, a significant source of discontent, was not addressed when the law was enacted. The author argues that the passage of the law will demonstrate the country's ability to make institutional and legal changes necessary for sustained progress.
