ABSTRACT
The article reflects on a bill signed by the U.S. President George W. Bush into law, authorizing construction of a fence to close off the U.S./Mexican border. He stresses that when the president signed the law, he did not include funding to pay the bill for it, which may total $10 billion. He suggests that U.S. leaders must authorize a wall that has been compared to the Berlin Wall and the Great Wall of China.
