ABSTRACT
The article recommends the abandonment of the enforcement-only approach and the implementation of reforms to resolve the issue of illegal immigration in the U.S. It opposes the construction of fence between the U.S. and the U.S. embodied in the proposed Secure Fence Act of 2006. The argument of the U.S. Conference of Catholic Bishops against the Act is highlighted. The impact of the restrictionist policy against immigrants on crime reporting and prevention is considered.
