The author reflects on the significance of the appropriate usage of brainpower as depicted in the report of Lawrence A. Appley's Committee on Manpower Resources for National Security in the U.S. Specifically, it deals with the increasing number of reservists who have completed their tour of duty. He emphasizes the need for the federal government to give special attention to the proper use of brainpower.
