ABSTRACT
The article presents an excerpt from a testimony offered by visiting law professor J. Gregory Sidak before the U.S. Senate Commerce, Science and Transportation Committee on February 7, 2006. The impact of net neutrality obligations on a telecommunications carrier is described. The substantial sunk investment required by a broadband network is also addressed.
