The article reflects on various issues discussed in the December 2005 issue of the journal "Parameters: US Army War College." Ryan Henry, Principal Deputy Under Secretary of Defense for Policy, presents an insightful review of the quadrennial defense review process in the article "Defense Transformation and the 2005 Quadrennial Defense Review." Henry gives details of a process by which input from public, industry, and military leaders from around the world is involved in a competition of ideas designed to formulate a roadmap for the transformation of defense strategies and capabilities. Michael J. McNerney's review of the development of Provincial Reconstruction Teams (PRTs) in Afghanistan provides with a greater understanding of the PRTs' contribution to building support for the US-led Coalition.
