Intention of the President to cut total expenditure and higher tax return; Defend of the theory of governmental deficit-spending in time of depression, which has been followed in the past; Proposal of the President that surplus capital in the accounts of recovery agencies devoted to housing; Argument that nothing is said about health insurance, nothing, about any further governmental efforts to end unemployment and nothing about an expansion of public housing or power; View that the President's greatest strength is the existence of war and policies.
