Pinpoints the necessity and importance of formation of a united command of the Allies to successfully prosecute the war against the Axis Power. Concept of division of responsibilities; Idea of appointment of a world generalissimo, with power to issue orders from hour to hour to the military units of all anti-Axis nations; Suggestion more coö:peration is needed than occasional meetings of the responsible chiefs; Formation of a joint agency for continuous operation and planning; View that the agency should include both staff and line type organization; Account of the scope of the organization and strategy to be followed.
