ABSTRACT
Claims that calls by influential Shia cleric Grand Ayatollah Ali Sistani for direct elections in June could threaten the future of liberal democracy in Iraq. Concerns that Sistani's challenge to the U.S. plan for a phased transition to Iraqi self-rule could lead to the Shia majority forming an Islamist state that excludes minority groups; Argument that Sistani may be right to be suspicious of the U.S.'s plans to hand-pick leaders for Iraq, which could disenfranchise the Shia; Suggestion that drawing up a constitution prior to elections could provide the basis for democracy in Iraq; Argument that the Bush administration should not push for a transfer of sovereignty in June if it would lead to further unrest among the Shia.
