ABSTRACT
The author reflects on the preparations made by countries of voluntary pledges of action known as intended nationally determined contributions (INDCs) in response to the global climate agreement to be reached in 2015 in Paris, France. She outlines the views of China that developed countries are the main historical responsibility for rising greenhouse gas emissions. She notes the plan of the U.S. to cut emissions by 2025 and the climate change commitments of the Japanese government.
