ABSTRACT
The article discusses issues regarding the plan of Lithuanian Prime Minister Gediminas Kirkilas to resign or push for an early election if parliament obstructs the legislative plans of his four-party, centre-left administration. The prime minister's immediate concern is whether the government will be able to implement the 2007 and 2008 budget in their intended forms. If Kirkilas would resign, the opposition parties could attempt to form a caretaker government until the scheduled election date of October 2008.
