ABSTRACT
The article discusses political and economic risks related to Estonia. The government of Estonia has fallen out with the European Commission over sugar policy and is planning to take the matter to the European Court of Justice. In late May the Commission ruled that Estonia and four other countries including Latvia had built up excessive sugar stocks, and held that they must eliminate these by November end or face a fine, in Estonia's case amounting to about EUR45mn. The government is to press ahead with other parts of its tax reform agenda after securing parliamentary approval for changes to the personal income tax law, to slow the pace of tax cuts to 1% annually from 2%.
