ABSTRACT
The article discusses the consequences of the recent rejections of the new European Union (EU) constitution by French and Dutch voters. The EU 'project' is experiencing a debilitating crisis just a year after its largest-ever enlargement. In its everyday work, the EU can continue to function on the basis of the Nice Treaty, but the dismissal by two founding member states has highlighted popular concerns over the pace of change within the bloc, including its dramatic enlargement, as well as revealing tensions between the French, social, model of economic development, and the liberal Anglo-Saxon approach.
