ABSTRACT
This article reports that the International Monetary Fund (IMF) has delivered its most thorough assessment yet of Libya's economic reform programme, and the news is not good. Economic reform has failed to get much beyond the first hurdle, with Libya's arcane political system stymieing the best efforts of the regime's modernizers. Though the pace of reform has stepped up in the past two years, under the leadership of the reformist Prime Minister Shukri Ghanem, the IMF's findings tally with BMI's own assessment of the considerable obstacles in the path of economic reform.
