ABSTRACT
This article focuses on the Montagnard resettlement. The United Nations refugee agency has signed an agreement with Vietnam and Cambodia that will allow around 750 Montagnard refugees and asylum-seekers to either return to Vietnam, or settle in a third country. Large numbers of the refugees have been crossing over into neighbouring Cambodia since 2001, after fleeing from prosecution in Vietnam. Cambodia's short-term political risk rating remains on 61.0, despite the resettlement plan agreed between Cambodia and Vietnam. Cambodia attracted a record breaking onemillion tourists in 2004, marking another step in the Southeast Asian country's recovery from war and genocide.
