ABSTRACT
This article focuses on the political, economic and business conditions in Laos. Amnesty International has accused Lao army soldiers of human rights abuses against the country's ethnic Hmong, some of whom are waging a guerrilla war against the government. While the government's relations with the Hmong are damaging its international standing, including preventing close economic ties with the U.S., the risk to overall political stability in Laos is small. The government is seeking to strengthen public finances by introducing a value-added tax although the timetable is not clear. The government's Road Maintenance Fund, which is dependent on aid money, has announced improvements to roads in Vientiane, Luang Namtha, Luang Prabang, Savannakhet and Champassak provinces.
