ABSTRACT
This article focuses on the political crisis of between Turkey and Cyprus as of May 2004. Both Northern and Southern Cyprus held a referendum over the plan for reunification of Turkey on April 24. Despite this, the effort made by the Turkish government should ensure that even if the island stays divided, it will not affect Ankara's EU aspirations. A proposed settlement is to be put to referendum in both communities in late-April and, while Turkish Cypriots are likely to vote 'yes', the Greek Cypriot community, and its leaders are much less enthusiastic. However, even if reunification does not take place, the efforts made by the Turkish government should be sufficient for the EU Council of Ministers to take a positive view of the issue when they deliberate whether to begin accession negotiations with Ankara in December.
