ABSTRACT
The article presents risk summary of Cambodia as of January 2004. The political deadlock in Cambodia shows no sign of abating, almost five months on from the July, 2003 general election. The deadlock began after the prime minister, Hun Sen, and his Cambodian People's Party fell nine seats short of the two-third majority needed to form a government. The ongoing political deadlock in Cambodia has prompted BMI to reduce Cambodia's short-term political risk rating from 60 to 59. Cambodia's caretaker government has outlined its 2004 draft budget, promising to spend more on health and education and to reduce military expenditure, which is set to fall below 3% of GDP for the first time.
