The article focuses on political, economic and business environment risks of Vietnam. An appeals court in the Vietnamese capital of Hanoi has halved a 10-year jail term given to a doctor convicted of espionage for e-mailing foreign human-rights campaigners and posting pro-democracy essays on the web. The 35-year-old Pham Hong Song is the fifth dissident to be arrested and charged with Internet-related crimes in the past year. Between January and August, the trade deficit in Vietnam reached US $2.9 billion compared with the year-ago US $1.7 billion as import shipments rose 33.3% year-on-year to US $16.2 billion. Vietnam's auto-assembly industry is protesting against a series of tax and fee hikes which they say will make cars more expensive. Consumption taxes, duty and fees have all been raised in what is widely believed to be an attempt by the Communist Party government to curb the country's runaway trade deficit.
