This article focuses on the socio-economic conditions in Vietnam. Trade relations between the U.S. and Vietnam continue to be tested. Vietnam intends to appeal against a recent ruling by the U.S. that further increases the already-high tariffs on catfish imports from Vietnam. Vietnam is faced with a widening trade and current account deficit. Data released by the IMF suggest that last year's trade deficit was significantly wider than expected, and the 2003 deficit looks set to be even worse. Tourist arrivals are recovering faster than expected from the SARS-induced slump through the second quarter of the year.
