ABSTRACT
Points out that with the revelations of myopic U.S. intelligence on the outbreak of the October 1973 Middle East war, congressional investigations of the Central Intelligence Agency (CIA) may be able to reveal the CIA's bureaucratic banality. Author's claim that bureaucratic influences account for some of the more serious and ridiculous mistakes of the CIA; Observation that like other bureaucracies the CIA is also anxious to cash in on the momentary policy whims of the President; Congress in a rare position of initiating genuine reform in the CIA.
